Grass has a choice. Pavement does not.
On turf a tent can be staked and the bags are then a sensible extra on an exposed pitch. On asphalt, on concrete, on a rooftop deck, a stake has nothing to bite into and the ballast is doing every bit of the work holding the structure down. That is why the number of bags is not a detail to leave until the truck arrives — it is decided at the same point as the tent size, from the surface you are pitching on.

Where the bags do the work
Where the bags are doing the anchoring.
Car park activations
A surface where nothing at all goes into the ground. Every leg gets weight, no exceptions, whatever the forecast said that morning.
Rooftop and terrace events
Where a stake is not merely useless but would be a very expensive mistake. Ballast is the only anchoring method available up there.
Street closures and sidewalk pitches
Concrete under the feet and traffic beside them. The bags also stay put when somebody walks into a leg, which on a public footpath happens.
Enclosed canopies
Putting the walls on changes what the structure does in wind, so the weight that was adequate for an open frame is not adequate for a closed one. The extra bags go on with the panels.
Exposed and waterfront sites
Open ground with nothing upwind of it. Here the count comes from the exposure rather than the leg count, which is why we ask how open the site is.
Overnight setups
A structure that stands unattended is a structure the weather gets a whole night to work on. Full ballast is the condition for leaving anything up.
What it holds down
Every canopy we send goes out weighted.
It is not an upsell so much as a condition: we do not deliver a canopy without weight on every leg. The bags travel with the tent. If you have not chosen a structure yet, the canopies are the group where this comes up on every single order.
